U.S. Department of Education

BINARC partnered with Dell Services Federal Government (now NTT Data Services) on a 10-year, $500 million effort to:

1) Bring the entire Department into alignment with the Federal Cloud Computing Strategy; and

2) Help the Department achieve its goal of cutting costs by outsourcing IT operations.

Under the Education Department Utility for Communications, Applications, and Technology Environment (EDUCATE) contract, BINARC:

  • Developed and implemented a 5-year, $2 million strategy to architect and implement Office 365, cloud archiving, and email encryption;
  • Migrated the Department’s legacy unified communication system (Lync 2007) to Skype for Business Online, resulting in considerable cost savings and productivity gains, as well as increased reliability;
  • Led a $1.5 million initiative to move some 6,000 users to OneDrive for Business Online and 72TB of data to SharePoint Online, all while maintaining strict adherence to complex permissions and folder structures;
  • Performed risk assessments and developed system security plans, navigating the often complex landscape of change control boards to ensure compliance with stringent security requirements; and
  • Helped ensure the Department’s timely acquisition of multiple Authorities to Operate (ATOs) in a Microsoft 365 environment (including individual ATOs for Microsoft cloud services and Microsoft Azure).

We also played an integral role in the Department’s Microsoft 365 FedRAMP certification.

U.S. Congress Joint Committee on Taxation

While much of the federal government was focused on migrating to the cloud, BINARC led the effort to ensure that the committee could maintain a desired on-premises solution while meeting the extraordinarily rigorous email encryption requirements outlined in IRS Publication 1075 and the information assurance requirements of 26 U.S.C. § 6103.

We teamed with Xgility to perform a cross-forest migration to Microsoft Exchange 2019, which involved a highly complex decoupling of the committee’s Exchange email system from the U.S. Congress-hosted system.

For this global nonprofit medical certification organization, BINARC performed a complicated Active Directory migration using a 3rd party tool, Quest Migration Manager, to ensure a smooth cross-forest Active Directory migration and a transition from an on-premises Exchange 2016 server to an all new Office 365 tenant.

The project required changing the internal domain name which was possible only by switching directly from one Active Directory forest to another, while also consolidating three separate email domains into one.

BINARC’s experience and expertise is by no means limited to the federal government space.

For this Baltimore/Washington, DC-area county government (which also wanted to stay on premises while increasing efficiencies and security), BINARC conducted a readiness assessment and performed a dual-tiered Active Directory upgrade to Windows Server 2019 version and  a migration from Exchange 2010 to Exchange 2016, followed by a transition to Exchange 2019.

While BINARC always ensures that our clients experience no disruption to operations, such was especially important in this case, as the project involved numerous and vital county services that must remain fully operational around the clock, such as 911 operations.

BINARC recently completed the first phase of a cloud transition to Office 365 and Azure of on-premises infrastructure for this Richmond, VA-area local government.

The project will entail switching some 2,400 users (including emergency response personnel) from Exchange 2016 to Microsoft 365 and an upgrade to Windows Server 2019 Active Directory and a transition to SharePoint Online. We’ve completed the county’s readiness assessment and are now gearing up for the migration itself.
